After having to deal with Joker and defeating him, Batman has a new enemy to face. Gotham City gets suddenly taken over by an evil creature called Penguin. As he starts raging in the city, we get to see a bit of his history, who he was and how he was abandoned by his parents because of his deformity. A pretty nasty businessman Max Schreck is more than eager to help him to become new mayor of Gotham, which leaves him lots of space to run town in the shadows and behind his back. Two of them try and expose Batman, wanting to show the people what they don't want to see in him and make them hate Batman or at least think of him as unreliable. During this plotting, Max's secretary Selina Kyle gets thrown from the top of the building, which leads to certain death, but with help of stray cats, she gets brought back to life. Not only is she alive, but also starts behaving as a cat. That turns her into a new and pretty self-centred villain in the Gotham. As the audience starts getting to know her, we see that she has the same personality disorder as Batman, which leads to some amount of attraction between two of them, both in personal and in public life. Now, Batman must clean his name as well as decide what to do with Catwoman.
