Batman always has his hands full with job to do. There is always something going on in Gotham City. This time, he has to deal with guys called Two-Face and the Riddler. Two-Face is former district attorney Harvey Dent (Tommy Lee Jones), who is convinced that Batman was the one who is responsible for one of the accidents that were caused in the courtroom, as the whole place was set on fire and half of his face was disfigured. That is why he is now raging on Batman. On the other hand, there is Riddler, or better known by his real name- Dr. Edward Nygma, who used to work for Bruce Wayne (Val Kilmer) and was let go, because his ideas were considered to be to advanced and that mankind isn't ready for that. Also, Bruce saw a dark potential in one of his latest inventions that could be used to manipulate the people by using electromagnetic waves. Edward got fired and went crazy. That inspired his enigmatic crimes which are meant to make anyone think in order to get the next clue. As two of them strike at the same time, Batman is really super busy with saving the human kind as well as fighting the crime in Gotham.
