There isn't a person who doesn't know who Hannibal Lecter is. Ten years after the story in "The Silence of the Lambs", Hannibal is in the game again. FBI agent Clarice Starling (Julianne Moore) used to be assigned to getting some information from Hannibal, one of the most vicious cannibal murderers of all times. Now, she is a regular FBI agent that is on the case of drug bust. Justice Dept. Official Paul Krendler (Ray Liotta) is one of her superiors and is totally against her way of working. Her methods aren't always in accordance with the rules, although they do have positive effects in the end. And a couple of moments before he punishes her and suspends her for a while, Clarice gets a call from one of victims of Hannibal Lecter (Anthony Hopkins), who claims to have survived but with severe consequences that can be seen on his face. His name is Mason Verge (Gary Oldman) and he is demanding Clarice back on the Cannibal case. Since he is a rich guy, there is no problem. So, as Clarice gets back on the case, Hannibal also wants back in, because the play of cat and mouse is his favourite one. But, as the story goes on, we see that Mason actually has very personal reasons to get Hannibal caught, because there is a revenge he is waiting for.
